Energy performance certificate for buildings – new requirement for buildings in the CR from 1st January 2009
From January 2009 the amendment to Act No. 406/2000 Coll., on Energy Conservation implements the so called energy performance certificate for buildings (PENB). The energy performance certificate is a document which comprehensively evaluates the energy demand of a building in terms of all forms of energy supplied to the building. The energy performance certificate also contributes to saving energy consumed for operating a building as early as in the designing stage and subsequently decreases the actual operating costs.
Evaluation includes power for heating, cooling, preparation of hot service water, ventilation, air conditioning, and lighting within all-year operation. The certificate includes a proposal of economically advantageous measures which decrease the actual operating costs. In contrast the certificate does not evaluate energy consumption for other purposes, e.g., electric appliances, cooking, mobile lights, decorative lighting, industrial technological processes, and other appliances.
From 1st January 2009 under the Act on Energy Conservation the energy performance certificate for buildings is a compulsory part of documentation for the construction of new buildings and in case of major changes of completed buildings (with a total floor area over 1000 m2) which affect the energy demands of buildings and which are performed at more than 25% of surface cladding and also for situations of selling or renting these buildings or their parts.
The energy performance certificate for buildings must not be older than 10 years. The obligation to process and to display the energy performance certificate for buildings at a place accessible by the public shall also apply to operators of building with a floor area above 1000m2 used for education, health services, cultural events, business, sport, accommodation, and boarding services and also public administration and custom centres buildings. The ENB certificate is a useful business card for companies and other owners of buildings highlighting the attitude towards ecology and saving energy.
